Online human resource management system for J-K employees launched

The Chief Secretary, Dr. Arun Kumar Mehta, unveiled the Jammu and Kashmir Human Resource Management System on Tuesday as a substantial reform covering several aspects of human resource management for the personnel working for the J-K Government.

All Administrative Secretaries and Deputy Commissioners both physically and virtually attended the launch.

According to the Chief Secretary, the approach would help ensure that all employees receive equal treatment in terms of career advancement, timely submission of monthly performance reports, property returns, and annual performance reports.

Dr. Mehta ordered that all of these performance requirements be monitored and that appropriate action be taken against willful defaulters.

“This management system should also regulate the long-tenured staff and employees earning promotions,” he said.

In the meeting, it was revealed that the government’s implementation of the JK HRMS is a continuation of IT initiatives like the Employees Monitoring Portal (EPM), Employees Verification System (EVS), Online Property Return System (PRS), Vigilance Clearance System (VCS), and Smart Performance Appraisal Report Recording Online Window (SPARROW), launched to facilitate and address employee HRM issues.

The JK-HRMS should offer employees a unified interface where they can access important service-related information, including posting and promotion, monthly pay stubs, income tax withheld, GPF statements, and SLI subscriptions.

All DDOs were requested to make sure that all employees under their supervision register on the portal and cross-check their service-related information integrated into the JK-HRMS, which shall be verified by the concerned Drawing & Disbursing Officers promptly. This was done while highlighting the features of the JK-HRMS.

It is pertinent to note that the National Informatics Center and the J-K General Administration Department collaborated to create this “one-stop solution” for handling concerns relating to employee service records in electronic form.
